Captain Whiskers is a sea otter who fought in the Navy. He served in the warship that Mr. Krabs fought against during the war.
He first appears in Return to the Navy, where he finds out Mr. Krabs is living in Bikini Bottom. So he destroys the restaurant and Mr. Krabs orders his employees to fight against him. It is rumored he may team up with Plankton in a future episode to try and defeat Mr. Krabs.
He is known for making a cute-looking face to distract his enemies. It works all too well for people like SpongeBob. He has some minor interactions with Sandy as they are both mammals.
