Fishy Boopkins is a one-time character, only appearing as the alternate timeline version of the real Fishy Boopkins.
He is a Spike who lives underwater and is an otaku, probably owning many dakimakura pillows. However, in this alternate reality where Mario never existed and the events of Seaside Stupidity never occurred, Boopkins is a depressed shut-in who only plays anime games (except Fatty Bear) on his computer everyday, never leaving his "room" for his entire life.

SMG4: THE END[]
Fishy Boopkins appears after Mario and the alternate versions of SMG4 and SMG3 crash their boat into an iceberg filled with anime DVDs. At the bottom of the ocean, the group finds Boopkins playing Kevin's School where Mario accidentally scares him. Mario tells Boopkins that he's great friends with the original version of him and how they went on adventures and gained friends together, causing the alternate version of him to become depressed that he never does anything.
To cheer him up, Mario suggest that they play video games together and this cheers Boopkins up enough to decide to help the group by calling the alternate version of Joe Boopkins, and he throws them to Wizard Mountain to meet up with the Wizard Rock.
