Incidental 31, also known as a crowd member, and a member of Crowd 1 (along with Incidental 28), is an incidental character who first appears in the episode "Ripped Pants." He is classified as an inbetween-type incidental.[1]

He is a cyan tigerfish with three dark blue stripes on his back, light blue fins and a unibrow. He wears red swimming trunks.

It is a distant incidental with Incidental 31's color palette appearing as a tall light blue fish with teal fins who wears red pants.

In "Hall Monitor," an unclearly-individually-identified eight from Mrs. Puff's class containing Incidentals 9, 12, 28, 31, 40, and 46 are named Bill, Henry, Vera, Clayton, Bart, Ralph, Mimi, and Buddy.
