Lou, also known as Incidental 39, and the ice cream vendor, is an incidental character who first appears in the episode "Ripped Pants." He is classified as a secondary character-type incidental.

Appearance

He is a light orange fish with a light tan underside and dark blue fins, legs and dorsal fin. He wears a white, messy apron and a dark white shirt and a white hat. In his older appearances, the outline of his lips were colored black instead of their default dark blue outline. In his debut, "Ripped Pants," his underside was originally colored dark blue and it had a black outline. The ice cream vendor has the same appearance as his debut design.
