PAC-Chomp is a cross between PAC-MAN and Chain Chomp. It makes appearances in a few bloopers. It gets its power from the super star power-up as seen in Who let the Chomp out?
He first appear in Dreams in the Chain Chomp location as Pac-Man when Mario pas near him and call him like that but he act like a normal Chain Chomp.

It's just a Chain Chomp colored yellow so he can look like PAC-MAN.
